Quincy only seems harmless and that's the persona he likes to portray. He's well liked among Council members for having a silly sense of humor and almost being like a high school boy trapped in a man's body. He jokes around a lot, astral projecting himself into bathrooms and taking pictures of people shocked while sitting on a toilet or even in the shower. He's not a man who hides malice behind a smile, but many people just don't really look much farther past the charming smile and laughter. He's a man in a position of power and often finds himself with nothing to do, so he tends to send DAD agents on missions that they don't realize are more like a big game of chess he plays with other Council Members. He still acts as Director for DAD and personally hand picks the agents on where they should go. There is no board, there is only Quincy, who reviews everything with great detail before announcing where people go. He's a man with a mind for warfare and battle tactics, he plays games like Go, Chess, Risk, and even Backgammon. He's a brilliant mind who is often mistaken for being too childish, a prodigy often overshadowed by his immature sense of humor. He's charming with a knack for people, often fast talking and finding a way to insult them while complimenting them at the same time.

Quincy is an Arcane witch, but he is also a council member so his skills are far greater than just your average witch. He has telekinesis, capable of moving objects with his mind and has become so comfortable with it he does it practically unconsciously. He is also an alchemist by trade and has tatoos of alchemy circles and designs that stretch over both arms and onto his right shoulder. They even extend to the palms of his hands, where a simple snap of his fingers can create a crack in the ground below him. Astral projection comes naturally to him as an Arcane witch and being the head of DAD, he gets free range as to where he can go and can even override most spells that keep people out of homes, though he only uses this when he needs to handle an arrest personally (which is next to never). Quincy is also a pyrokinetic and couple with his alchemy it can make him considered especially dangerous. He's practically a war machine in himself, which is probably why he was placed in the Director position of DAD and became a Council Member.

Handsome and with a playful smile plasted on his face, Quincy is one what would call a "committed bachelor". He's in his 70's but he still has a certain sex appeal and charisma to him, wide brown eyes and strong features. HIs hair is a brown color which naturally lighten toward the ends, worn in a classic hair cut though rarely combed, yet worn fashionably. Quincy usually has a five o'clock shadow on his face or he's cleanly shaven, he rarely ever wears a mustache or beard and when he does it does nothing to dumb down his natural good looks. His body is in peak physical condition, he often trains with the DAD agents for fun and even spars them to keep his wits about him. He has yet to be defeated in a one on one physical match. His musclare are all hard and defined, toned to perfection the old fashioned way and a force to be reckoned with when it comes to throwing fists. Quincy has a natural charm that exudes out of him and waves, and because he is often smiling or looking amused, people tend to be drawn to him.

Pippa is a large wolf, actually one of the largest recorded wolves and when she's around Quincy she's as playful as a puppy. She likes to rub her fur against those who Quincy is friends with and will even play fetch. However if you're on bad terms with Quincy, the wolf will snarl and growl at you until Quincy tells him to back down. Pippa is the only thing that could be described as a constant companion throughout Quincy's life and often dislikes females who try to change him. She loves to get attention from Quincy so she often follows him around and will lick at his hands. Her pelt is a white color with a bit of gray around her ears and her eyes are an amber shade.
